Is anything being done to fix the flooding problems on Putnam Drive?

The New Hanover County Engineering Department is working with the Planters Walk Community to help resolve drainage issues within the neighborhood and along Putnam Drive, says Jim Iannucci, county engineer.

The Planters Walk Homeowners Association has been working with the N.C. Department of Environment and Natural Resources’ Division of Water Quality to make repairs to the stormwater system to ensure renewal of the HOA state stormwater permit, Iannucci adds.

A state law adopted in 2009 extends the effective period for any stormwater permit to three years from the existing expiration date.

The Planters Walk permit, which expired on Jan. 20, 2010, is now in effect until Jan. 20, 2013.

Iannucci said a letter dated May 3 from the Planters Walk HOA requests a time frame of 120 days to complete and submit a request for a modification to the permit submitted to DENR’s Division of Water Quality. DENR approved the request on May 18 and set a Nov. 3 deadline.

“The New Hanover County Engineering Department will continue to monitor the progress to ensure the drainage within Planters Walk and Putnam Drive meets or exceeds all county, state and federal rules and regulations,” Iannucci says. “Any violations to the New Hanover County Stormwater ordinance will be addressed to the property owners via a written request to resolve the drainage deficiency.”

Iannucci adds a cautionary message for all county property owners:

“All residents of New Hanover County are reminded that we are now in hurricane season and it is extremely important to maintain all stormwater systems on private property.”

He said stormwater conveyances such as waterways, streams, creeks, ditches, swales, channels, conduits and culverts, along with stormwater control areas such as ponds and lakes, should be maintained and kept free of obstructions.

“You best flood insurance is a clean ditch,” Iannucci says.

    They also need to take a look at the Holly Field community (off of Putnam Drive). The last time we had a good down pour, I was unable to get to my house due to the flooding streets in my neighborhood. Something needs to be done ASAP!

    This street has flooded everytime it rains hard since the day I bought my property in Putnam Drive back in 1996, and nothing really has been done to fix it. The HOA that was ran by the builder knew about it and suckered the homeowners to take over the HOA and now we are are stuck with the problems that the builder Dallas Harris knew about back then, Just wondering how many county inspectectors were also getting paid by Dallas Harris to be able to build underengineered homes on downhill slopes with no way for the water to run out.

    Have you guys come over to Planters Walk and look at Putnam Drive ?

    I would love to know what inspector from New Hanover County approved this water drainage plan, because water does not run uphill.

    Someone needs to come over and look at this problem, Putnam Drive goes lower and lower as you go in the street, but the water retaining pond is at the begining of the road…

    How is the water from way back in the hole four blocks down is supposted to get up front ?

    And then from the pond it crosses over to a heavy vegetated ditch that is full of trees and large brush ? ? ?

    New Hanover County Engineering department care to comment on that ?

    What about the NH County inspectors that approved everything that Dallas Harris built in this area ? ? ?

    A lot of stuff has happened since this post and still nothing has been done to fix any of the problems in Planters Walk sub-division, is to to check again to find out what the new HOA is doing, are they doing anything ? I saw a sinkhole in one of the residents backyard big enough to drive a small car into it. he told me the HOA knows about it and it’s been more than two years and nothing has been done to fix it. This has to be one of the main problems here, a 24 inch pipe colapsed… I would say so. I feel sorry for this guy, to have a hole in his backyard for over two years.
