What is being built at Oleander and Willow Woods Drive, and why has it come to a halt?

The project to build a Quinn-McGowen Funeral Home at 315 Willow Woods Drive near the intersection with Oleander Drive has not come to a halt, but it was slowed down by “red tape,” says funeral home co-owner Chris Debnam.

Debnam says site work was approved by the city of Wilmington predecessor of the Cape Fear Public Utility Authority, but not the Authority itself, so work on the project was delayed until CFPUA approval was given in late November.

“Everybody has signed off on it and all permits are in place,” he says.

Site work is under way this month. Debnam says work on the brick, one-story funeral home should be complete by late spring.

The first phase of the funeral home that will be completed in late spring will cover 6,000 square feet. A later second phase would increase the funeral home area to 10,000 square feet, Debnam says.
