Why does the city refuse to pick up my trash and recycling?

City spokeswoman Malissa Talbert says recycled materials are collected “street by street.”

“Some homeowners associations choose to use a private company rather than the city, which is the case in Seaspray Landing,” Talbert says, referring to the questioner’s community. “The city does not ‘refuse’ customers; rather, HOAs choose whether or not to use the city’s trash/recycling service.”

If a neighborhood does not have city service but would like to get it, “all they have to do is get the homeowners association to vote on it and, if approved, bring that request to the city,” Talbert says.

The city “encourages” the use of city trash/recycling pickup services once an HOA agrees to it, Talbert adds.

    I sent this question in. Our HOA has nothing to do with who we choose for pick-up. It is not included in HOA and there are many different services in the neighborhood picking up trash. There are absolutely no discounts or agreements with any vendor through the HOA.

I guess there will never be a clear answer to the question. The HOA has nothing to do with who you choose; offers no incentives; the vendor is not voted on and not mandated in the bylaws. In fact there are numerous vendors coming down the street. While the current vendor I have does an excellent job and provided recycling before the mandate unlike Waste Management who is just now offering the services, my concern that when we have special pickup we will not be able to get that service. We pay city taxes and don’t get the all of the services and there has never been a clear answer. Just a generalized pointing of the finger.
