Yes, Wilmington Mayor Bill Saffo is an investor in a proposed residential development off of Shaw Highway in Pender County. He said he owns a small percentage interest in it.
He said the development group he’s part of has begun the process of getting a permit to build a sewer treatment plant to serve the development.
He said he couldn’t immediately answer the question about the impact on schools, but he said the development would be built based on existing regulations.
“I don’t know what the ordinances up there would say,” Saffo said. “I can’t answer that question. I don’t know.”
He added that timing for the development would depend on market conditions and that there are no immediate plans to begin construction.

Pender County residents, take note: Pender County does not have impact fees. That means a developer from somewhere else can put in hundreds or even thousands of houses, sell them at a profit, and you pay to expand the school system. Isn’t it time we thought about this?
