The four tracts of land which compose Freeman Park in Carolina Beach are owned by 10 different families, one of which happens to be the Freemans, of said name. But according to Carolina Beach’s Town Manager Tim Owens the nearly $450,000 per year and at times almost $520,000 per year in revenue received from the $60 annual or $20 daily parking permits does not supplement the owners’ incomes.
Owens said all the money is reused for park activities, whether it is the port-o-johns, lifeguards, security or trash pick-up.
Freeman Park, also known simply as the “North End,” is located one mile north of Canal Drive. It is a permit-only park and you must have a four-wheel-drive vehicle to navigate through the sand.

Tim Owens, Town Manager from Carolina Beach, found an updated map of Freeman Park since the last time we spoke with him and from the looks of it there are actually 10 owners of Freeman Park.
