Must vehicles stop at all crosswalks on UNCW and CFCC campuses?

Well, it is not “required” to stop at white-lined crosswalks on both UNCW and CFCC campuses, unless someone, namely a pedestrian is attempting to cross.

According to the campus police/safety departments for both colleges, not observing a pedestrian attempting to cross a white-lined crosswalk and stopping to to let them pass will garner you a Crosswalk Violation Citation and a fine of $25.00.

Pedestrians and bicyclists ALWAYS have the right-of-way in crosswalks that are not controlled by traffic lights. Why such a wishy-washy answer?

We don’t believe this is a “wishy-washy” answer. The driver is not legally mandated to stop unless there is a pedestrian looking to cross. And while pedestrians and bicyclists do have the right of way, it’s best to know that drivers won’t always be stopping if they don’t see you.

I actually asked this question because I work at CFCC, and I am nearly run over in the crosswalk almost every day. I especially worry about our special needs students, whom I have observed crossing without looking or using proper caution. Cars come speeding down front street without looking to see if pedestrians are waiting. I guess a police officer has to observe these types of incidents in order to issue tickets?

Bicycles do not have the right of way on a crosswalk unless the rider dismounts. In fact, bicyclists at not allowed to use pedestrian traffic routes if they are riding the bike. The rider is a vehicle and must use the roads and bike lanes. Do UNCW students follow this rule? No. Do they zoom illegally across crosswalks in front of vehicles? Yes.

Wish I knew this when I went to UNCW. When I tried to cross Randall Parkway across from Bear Hall it was more of a life and death proposition than smoking. The only way I ever got across was to wait for a cute girl to come along and cross with her- otherwise I was on my own and out of luck. Thanks. Andy
