No. According to New Hanover County Board of Education Chairman Ed Higgins, the district purchased the land near Holly Shelter in 2007 because it was the only tract in the northern part of the county large enough to accommodate the elementary and middle schools that was still available and reasonably priced. Two other properties were considered, Higgins said, but one was too small, and the other had concerns about wetlands.
The district began negotiations on the property in August of 2005, and closed on the property February 12, 2008. Titan Cement’s tax incentive package from the New Hanover County Commissioners was not passed until April 2008.
There was no communication with Titan about the purchase, Higgins said.
